The POPAE Act(Protect Our Progression Against Elites)

Heyo.
I request that anyone in the alliance signs the Protect our Progression Against Elites Act.

It is basically a treaty that can only be declared that can be used on you by an Elite(if they read this) or by you on an Elite.

There are 2 options for you to sign:

1-
Declare war on an Elite, signing this will make you neutral between users who have not signed and allies with those who have signed it. You can declare war on 1 elite, several or all. Just not any who are in the Alliance until it's wonder-killing time.

2-
Similar to Versailles, you can end a war under the person who has had more victories' conditions. These conditions can be to leave luxuries alone, food alone or something similar. If they break the conditions, then you can attack them. This can be activated only once both sides agree.
